The Chinese military’s Equipment Development Department (EDD) is the first and only organization to be sanctioned by the US for engaging in a significant transaction with Russia’s defense sector.

On September 30, 2018, the US State Department imposed sanctions on EDD and its director Li Shangfu, pursuant to the Countering America’s Adversaries Through Sanctions Act of 2017 (CAATSA), for the “transfer to China of Su-35 combat aircraft and S-400 surface-to-air missile system-related equipment” from Russia’s Rosoboroneksport OAO.
