Russian online box office service Rambler/Kassa sells tickets for movie theaters in the Crimean peninsula that can be paid for with PayPal. EO 13685, issued in December 2014, prohibits the provision of services and technology to Crimea. In January 2015, PayPal announced it was ceasing operations in Crimea. Rambler/Kassa is a project of Rambler Internet Holding OOO, which is beneficially owned by Alexander Mamut, who was named in the congressionally mandated list of Russian oligarchs.
