Abdullah Muntazir, sanctioned for his role as a media official for Lashkar e-Tayyiba, manages the Pakistan Institute for Conflict and Security Studies. The think tank’s Conflict Monitoring Center, founded and managed by Muntazir, is one of several international civil society organizations that contributes to a British charity’s Casualty Recorders Network project to improve practices for recording casualties of armed violence.
