Hizballah’s Construction Activities in the Cross Hairs of New US Legislation

The US has been increasing pressure on Hizballah through a series of sanctions and the recent passage of the Hizballah International Financing Prevention Amendments Acts of 2018 (HIFPAA 2018), which strengthens sanctions measures against the terrorist group’s fundraising and recruitment activities.

The law, which was signed by the US President on October 25, 2018, mandates sanctions on actors that support the terrorist group’s affiliated organizations, and any of their successors or affiliates, including Hizballah’s construction arm, Jihad al-Bina.

According to the US Department of the Treasury’s designation of Jihad al-Bina in 2007, Hizballah used Jihad al-Bina “to raise funds for the terrorist organization and to bolster the group's standing by providing construction services in Southern Lebanon.”
