International Holdings of Key Actor in Russia-Iran Network Funneling Oil to Syria

A key facilitator in a Russia-Iran oil network supporting the Syrian government has commercial holdings in companies spanning from Russia to Syria, and previously in the UK.

Syrian national Mohammad Amer Alchwiki and his Moscow-based Global Vision Group were sanctioned by the US Department of the Treasury in November 2018 as actors central to “the delivery of oil from Iran to Syria” who facilitated “the transfer of hundreds of millions of USD banknotes”  to proxies of Iran’s Islamic Revolutionary Guard Corps - Qods Force. According to the US Treasury, Global Vision Group partnered with the Russian state-owned company Promsyriorimport to facilitate Iranian oil shipments to Syria.
