ISIS-Philippines Affiliated Networks in Southeast Asia

On April 30, 2018, the US Department of the Treasury sanctioned Myrna Ajijul Mabanza pursuant to Executive Order (EO) 13224 for providing support to ISIS-Philippines. According to the designation statement, Mabanza facilitated substantial financial activity on behalf of senior ISIS-Philippines leadership.”

Mabanza facilitated the transfer of funds between deceased ISIS-Philippines leader Isnilon Totoni Hapilon and ISIS members in Syria and the Philippines, according to the April 2018 designation statement.

In its designation of Mabanza, the US Treasury noted that she “helped facilitate the travel of a Jamaah Ansharut Daulah (JAD) representative who traveled from Indonesia to the Philippines” in April 2016. JAD was sanctioned by the US Department of State in June 2017 as a group “composed of almost two dozen Indonesian extremist groups that pledged allegiance to ISIL leader Abu Bakr al-Baghdadi.”
