Malta-domiciled Mare Blu Tuna Farm Ltd. operates the Malta-flagged vessel Progres, which was sanctioned by the US as property of the Libyan oil smuggler Darren Debono.

The Spain-based seafood company Ricardo Fuentes e Hijos, S.A. owns the majority of Mare Blu Tuna Farm. Ricardo Fuentes e Hijos counts major Japanese firms among its clients on its website.

Another vessel sanctioned in the same action, the Marie de Lourdes I, is also indirectly owned by Debono through his Malta-based company World Water Fisheries Limited and continued to make port calls in Spain after being sanctioned in February 2018.
